Akuntanbilitas Direksi Birokrasi di Era Otonomi Daerah

This paper discusses the use of bureaucratic discretionary space in the era of regional autonomy. This shows that the local government bureaucracy has greater flexibility or discretion, but it can not run properly based on ethical, professional, scientific principles and public interest. This condition is caused by ineffectiveness of public accountability system in controlling the decision behavior of the bureaucracy and by the imbalance between internal accountability (responsibility) and external accountability (responsiveness).
